The Windows host binary is being cross compiled for windows on a Debian Linux server using the debian mingw-w64 packaged compiler directly from the github source as per the build log provided. You can produce the identical binary by reproducing the build steps in this log using the same compiler if you wish to verify this archive has not been tampered with.
