Change Check every to 0. This will cause the plugin to check your torrents about every 2 and a half hours and delete any that meet the criteria. Change Maximum Torrents to the number of torrents you want to leave seeding at any one time. If you want the torrents to clear out as quickly as possible, set it to 0. Change Remove by to Seed Time and set the value to 0. This is measured in days, so this setting will clear out torrents that have been seeding for 4 hours.

I haven't changed anything though, and I don't really understand the network settings in deluge nor why it works one moment and then not the next. First of all don't use EZTV anymore. They closed down back in April and scammers are using their site now. It is probably something that needs to be done in the router, but it could be a firewall on your computer as well. You should uncheck that box for the random port for incoming connections and change it to a static number. They way you have it set up now it will pick a different number every time you restart it.
